This paper develops BU80|Conditional Settlement of New Standing Positions under B_U as a structural account of how new standing positions acquire admissible existence within a changing reality. Its central claim is that the establishment of new structures in reality does not arise from pure randomness, local microscopic fluctuation, formal equivalence, or subjective naming alone.
