Outros Bairros em Alto de Bomba: por uma política para o habitar / Other neighbourhoods in Alto de Bomba: for a politics of dwelling

This chapter presents a critical reflection on the relationship between housing, dwelling, and urban policies, taking the Outros Bairros Initiative (IOB), developed in Alto de Bomba, Mindelo, Cabo Verde, as a case study.

Starting from the idea that dwelling cannot be reduced to the mere provision of housing, the text discusses the social, cultural, territorial, and relational dimensions of dwelling, advocating integrated and participatory approaches to interventions in self-built settlements.

The reflection combines theoretical references and international experiences with an analysis of the method adopted by the IOB, highlighting the right to place, the permanence of communities, and the collective construction of urban policies.

The chapter is part of the publication Outros Bairros Initiative – An Invisible, Relational Form of Urbanism Committed to the Social Struggles of Alto de Bomba, Cabo Verde, published by i2ADS – Institute of Research in Art, Design and Society, Faculty of Fine Arts of the University of Porto.

Este capítulo propõe uma reflexão crítica sobre a relação entre habitação, habitar e políticas urbanas, tomando como caso de estudo a Iniciativa Outros Bairros (IOB), desenvolvida em Alto de Bomba, Mindelo, Cabo Verde.

Partindo da ideia de que habitar não se reduz à provisão de habitação, o texto discute a importância das dimensões sociais, culturais, territoriais e relacionais do habitar, defendendo abordagens integradas e participadas para a intervenção em assentamentos autoconstruídos.

A reflexão articula referências teóricas e experiências internacionais com a análise do método adotado pela IOB, valorizando o direito ao lugar, a permanência das comunidades e a construção coletiva das políticas urbanas.

O capítulo integra a publicação Iniciativa Outros Bairros – Um urbanismo invisível, relacional e comprometido com as lutas sociais de Alto de Bomba, Cabo Verde, editada pelo i2ADS – Instituto de Investigação em Arte, Design e Sociedade da Faculdade de Belas Artes da Universidade do Porto.
