Slovenian case study on cybersecurity technology and information transfer

Slovenia’s cybersecurity landscape is steadily evolving in response to rapid digitalisation and increasingly complex cyber threats. The country has aligned itself with key European frameworks, including NIS2 and GDPR, and benefits from active institutions such as URSIV, SI-CERT, SIGOV-CERT, and NCC-SI. At the same time, the case highlights important challenges, including fragmented coordination, insufficient funding, a shortage of skilled professionals, and the need to renew the national
cybersecurity strategy. While the necessary structures are largely in place, the case highlights that their integration and practical implementation remain limited.

The Slovenian case study presents technology transfer as an important part of strengthening cybersecurity resilience and moving innovation from research into real- world use. National institutions, research structures, and EU-linked mechanisms provide a basis for progress, but the framework still faces limited technology transfer capacity, legal complexity, and weak links between development, exploitation, and operational uptake.
