The Hafez Framework: A Positioning Paper on Governance Architecture for Agrivoltaics in Africa

This positioning paper introduces the Hafez Framework a five-principle governance architecture developed to address the structural intersection between food security, energy transition, and land-use efficiency through agrivoltaic systems in 
Africa.

The framework emerges from the recognition that agrivoltaic technical maturity has outpaced its governance architecture. While agrivoltaic models have been globally validated, scaling across the African continent requires institutional arrangements suited to multi-stakeholder, multi-jurisdictional, and blended-finance contexts.

The Hafez Framework articulates five foundational principles: (1) Auditable Governance, ensuring decision traceability 
for international financiers; (2) Blended Finance Readiness, designing institutional structures from inception to receive concessional, public, and private capital simultaneously; (3) Food-Energy-Water Integration, treating agrivoltaics as a unified 
system rather than an energy project with agricultural co-benefits; (4) Institutional Compatibility, aligning with Egypt Vision 2030, the SDGs, African Union frameworks, and EU-AU partnership agendas; and (5) Embedded ESG, integrating environmental, social, and governance considerations as foundational design elements rather than retrofitted overlays.

This paper positions the framework within the broader African Agrivoltaics Platform Initiative (AAPI), launched at the OECD in Paris on 10 April 2026, and outlines its applicability beyond Egypt as a continentally replicable governance architecture.The work contributes to the emerging discourse on translating agrivoltaic potential into investment-ready national platforms, and offers a foundation for subsequent operational documents including the Egyptian Agrivoltaics Initiative (EAI) Concept Note and implementation tools.
