本稿は、国勢調査データを用いた義務教育未修了者分布の可視化実践を素材として、統計データの再利用が社会に与えうる影響をどのように評価しうるかを検討する評論である。日本における公的データ利用は、主として法令遵守や非識別性の確保といった適法性の観点から判断されてきたが、可視化された情報が地域社会でどのように理解され、受け止められるかという問題は制度外に委ねられてきた。本稿では、可視化の正当性を「法的正当性」と「社会的正当性」の二層構造として整理し、後者が公開学習会や対話的検討といった実践を通じて形成されている点に着目する。実証的因果関係の提示を目的とするのではなく、制度・倫理・実践の関係を批評的に整理することで、オープンデータ時代における可視化の位置づけを再考するための視座を提示する。


This commentary examines how the potential social impacts of reusing statistical data can be assessed, taking as its case the visualization of the distribution of people who have not completed compulsory education, based on census data. In Japan, the use of public data has mainly been judged from the perspective of legality, such as compliance with laws and regulations and the assurance of non-identifiability. However, the question of how visualized information is understood and received in local communities has largely been left outside institutional frameworks. This paper conceptualizes the legitimacy of visualization as a two-layered structure consisting of “legal legitimacy” and “social legitimacy,” and focuses on the latter as something formed through practices such as public study meetings and dialogical review. Rather than aiming to demonstrate empirical causal relationships, the paper critically organizes the relationships among institutions, ethics, and practice, thereby offering a perspective for reconsidering the role of visualization in the age of open data.
