To realize good governance and clean government as an effort to build bureaucratic reform, it is necessary to build a bureaucratic culture that is transparent, accountable, and upholds the value of integrity. The bureaucracy as a government organization plays a crucial role in providing various public services to the public. The professionalism of its officials is the entry point in implementing a clean and quality bureaucracy. In building a bureaucracy, officials with integrity are certainly needed. The integrity of government officials will be the key to success in efforts to build bureaucratic reform for the current Indonesian government. Civil servants with integrity and professionalism will be the driving force of bureaucratic organizations as implementers of government policies with full responsibility and prioritize the value of honesty. The implementation of bureaucratic reform, which is the main agenda of the Indonesian government, not only prioritizes the service aspect, but also more on organizational culture, in this case the apparatus or administrators as the spearhead in implementing every government policy. One of the important points in bureaucratic reform is the development of human resources or officials who have a strategic role by developing the values of professionalism, integrity, and accountability.
