This working paper compiles verifiable primary-source facts concerning the U.S. Genesis Mission, launched by Executive Order 14363 on 24 November 2025. 

Using a strict methodology that distinguishes FACT (verifiable on primary source) from INFERENCE (explicit logical connection), the paper documents a timeline to initial operating capability (21 August 2026), four institutional layers—compute and energy infrastructure, legislative framework, financial architecture, and data integration—and temporal convergences across PCAST appointments, NRC Part 53 licensing, and the Pax Silica Fund. 

No speculation is included. The paper proposes five falsifiable conditions and three open questions to enable independent verification. All sources are publicly accessible U.S. government and laboratory documents.

Methodology: FACT = verifiable on primary source (linked). INFERENCE = explicit logical connection. SPECULATION excluded.

Notes (English)

Note added July 2026: OSTP report 'Science: A New Golden Age' (whitehouse.gov/science, July 2026) subsequently confirmed the Genesis Mission as centerpiece of U.S. science strategy, including the NRC bypass architecture documented in this paper.
