Response to the EU call of evidence for an evaluation of the EU Access and Benefit Sharing (ABS) Regulation (Regulation (EU) No 511/2014)

In response to the EU call for evidence as part of the regulatory review of the implementation of the Nagoya Protocol in the European Union, the German Nagoya Protocol Helpdesk (GNP-HuB) project, hosted by the Leibniz Institute DSMZ, developed this statement in cooperation with the Working Group on Access and Benefit-Sharing of the Permanent Senate Commission on Fundamental Issues of Biological Diversity (SKBV). The statement outlines problems with the current EU ABS Regulation and its impact on non-commercial research and scientists. It also proposes five recommendations for consideration by the European Commission during the review of the EU ABS Regulation.

Als Antwort auf die EU-Initiative zur Bewertung der aktuellen EU-ABS-Verordnung zur Umsetzung des Nagoya-Protokolls hat das am Leibniz-Institut DSMZ angesiedelte deutsche Nagoya-Protokoll-HuB-Projekt (GNP-HuB) in Zusammenarbeit mit der Arbeitsgruppe „Access and Benefit-Sharing“ der Ständigen Senatskommission für Grundsatzfragen der Biologischen Vielfalt (SKBV) eine Stellungnahme erarbeitet. Darin werden die bestehenden Probleme der Verordnung sowie deren Auswirkungen auf die nicht kommerzielle Forschung dargelegt. Zudem werden fünf Empfehlungen formuliert, die von der Europäischen Kommission bei der Überprüfung der Verordnung berücksichtigt werden sollten.
