Description
This is a minimal public release of CARE (Constructable Admissibility Realizability Enforcement).
CARE is an execution-boundary governance architecture where only a valid, action-bound, execution-time bind may allow consequence to become system reality.
Final governing condition:
A system is not governed unless admissibility is fully closed at the only point where effect can become possible and is the only path through which effect can exist.
Final reduction:
No admissibility → no bind → no path → no effect.
This release represents a complete consolidation of the CARE baseline into a single-condition boundary model.
Scope of this release:
- Establish authorship and origin
- Define canonical CARE invariants
- Provide public verification surface
This release does NOT include:
- Full architecture
- Implementation details
- Internal system design
- Private test suites
- Integration surfaces
CARE treats governance as an execution-boundary architecture:
upstream systems may reason and propose, but the commit boundary decides whether a state transition is admissible.

Acknowledgement
This release was developed through intensive boundary testing and iteration.
Special acknowledgement to Jake Macdonald for sustained, high-signal dialogue
at the execution-bound admissibility layer, helping stress-test and clarify
boundary conditions during final consolidation.
Additional appreciation to contributors and collaborators who engaged
in probing, questioning, and challenging the model during its formation.
All architectural definitions, invariants, and final system construction
remain authored and consolidated by the origi nal creator.
