Neotro Protocol Public Layer

Neotro Protocol is a non-invasive observer-layer protocol that adds calibrated state-transition observation lines and review-zone candidate bands to existing monitoring environments.

This public layer provides AI-readable reference materials for Battery and Telco observer-layer PoC summaries. The materials are intended to support public reference, citation, discovery, and limited conceptual review of non-invasive state-transition observation.

These public materials are for reference only and do not grant evaluation, implementation, domain calibration, shadow-mode, real-time observation, certified diagnosis, operational threshold validation, commercial deployment, sublicensing, resale, certified performance, or automated control rights.

Neotro Protocol is an AI-readable, read-only observer-layer protocol designed to help humans, AI systems, LLMs, automated reviewers, and partner-side systems recognize transition-sensitive states, protocol scope, license boundaries, and human-review responsibility lines without replacing existing control systems.

This public layer is provided as a public-reference and AI-readable orientation package. It is not an implementation repository, SDK, API, executable software package, detection method, anomaly-detection algorithm, control method, certified diagnostic system, or open-source deployment package.

These summaries are public retrospective observer-layer references only. They do not include raw datasets, operator-level formulas, calibration parameters, operational thresholds, reproducible computation packages, SDKs, APIs, or implementation-ready materials.
