UCD v6.8 is the definitive independent specification of the Unified Compassion Doctrine for AI cognitive governance. This version resolves six structural deficiencies identified in post-publication review of v6.7: (1) Agency recovery mechanism via user uptake after challenge actions; (2) Versioned Biographical Data Base with negation detection; (3) Named policy thresholds with rule-volume sensitivity analysis across [0,1]³; (4) Lipschitz constraint enforced as runtime invariant, verified in 10,000 property-based tests; (5) Formal session management with hard timeout and claim persistence; (6) SV-001 admission protocol with N≥50 turn requirement and mandatory disclosure.

The specification provides output-level traceability mechanisms relevant to EU AI Act Art.52 compliance. It does NOT implement user-facing disclosure; disclosure remains an operator responsibility. All numerical results are empirical. Tested on synthetic dialogues only. Not clinically validated. Scope: non-clinical cognitive risk.
