The Business Decision Architecture (BDA) framework is the discipline of organizational decision governance, addressing the deliberative layer between Digital Transformation and Decision Intelligence. This paper establishes BDA as a conceptual framework at the organizational scale, the fourth and final paper in the Decision Architecture discipline's four-paper publication architecture. The framework operationalizes the foundational technique documented in the Methodological Layer (Hernandez and Montero 2026b), backcasting and the dual lens applied to consequential decision-making with a decision architecture artifact as the technique's output, at the scale where multiple stakeholders with distinct accountabilities, altitudes, and time horizons must converge on a consequential commitment.

The Diagnostic Layer of the discipline (Hernandez and Montero 2026a) establishes the structural realities that distort consequential decisions in modern organizations, organized across human cognitive bias, organizational dynamics, and AI-specific amplification mechanisms. The deliberative layer is where these failure modes most consequentially compound at the organizational scale. The adjacent practitioner literatures of Digital Transformation and Decision Intelligence each address substantive work the framework does not duplicate; neither addresses the structural integrity of the deliberation that produces the consequential commitments those literatures support.

BDA's discipline-defining identity rests on five constructs introduced in this paper: the Three Principles of Organizational Choice, which name the structural conditions any deliberative system must meet; Strategic Triage at the organizational scale, which classifies the magnitude of structural change a commitment will require; the Wise Mind held collectively, the integrative state a deliberative body enters when it holds Art, Science, Process, and the Gamble together; the ADICE Matrix, which specifies the role architecture deliberative integrity requires (Authority, Decide, Influence, Contribute, Experience); and the Commitment Gate, which distinguishes deliberated commitments from performed commitments through the Conviction Score and the Commitment Lock.

The framework is implemented on the Convoking4 platform, which provides the structural support that makes the framework operable at organizational scale, alongside the Decisiontect ecosystem of practitioner credentials. The Convoking4 platform implementation is one specific operationalization; the framework specification documented in this paper is durable across implementations and open under Creative Commons Attribution 4.0 International. The Solo Decision Architecture (SDA) framework (Hernandez and Montero 2026c) is the parallel operationalization at the individual scale; the two implementations interlock through practitioners who move between scales.

The paper closes with five conceptual research questions about whether BDA functions coherently as a discipline at the organizational scale: whether the deliberative layer is meaningfully distinct from Digital Transformation and Decision Intelligence; whether the Three Principles hold across organizational contexts; whether the four-level Strategic Triage covers the relevant organizational-scale decision space; whether the ADICE Matrix produces measurably different outcomes than RACI; and whether the two-implementation architecture (SDA at individual scale, BDA at organizational scale) produces compounding effects relative to either implementation alone. These questions are conceptual rather than operational and constitute a structured agenda the discipline should pursue as it matures. Operational research questions specific to the Convoking4 platform's BDA implementation will be developed in subsequent BDA implementation papers.

This whitepaper is the Framework Layer publication of the Decision Architecture discipline at the organizational scale. It documents the Business Decision Architecture (BDA) framework as a conceptual model for organizational decision governance, operationalizing at the organizational scale the foundational technique documented in the Methodological Layer (Hernandez and Montero 2026b).

The Decision Architecture discipline rests on a four-paper publication architecture. The foundational layer consists of the Diagnostic Layer (Hernandez and Montero 2026a, DOI: 10.5281/zenodo.19831515) and the Methodological Layer (Hernandez and Montero 2026b, DOI: 10.5281/zenodo.19832436), which establish the discipline's scholarly foundation by documenting the structural realities of decision distortion and the foundational technique that responds to those realities. The implementation layer consists of the Solo Decision Architecture (SDA) framework paper at the individual scale (Hernandez and Montero 2026c, DOI: 10.5281/zenodo.19871192) and this paper at the organizational scale. Each layer carries durability appropriate to its scope: the foundational layer remains authoritative regardless of how the technique is operationalized in practice; the implementation layer documents specific platform-anchored operationalizations and will be revised in subsequent versions as the platforms evolve.

The BDA framework integrates established behavioral and strategic science into a governed human-AI protocol at the organizational scale. The integration draws on backcasting in the energy and sustainability planning literature (Robinson 1982; Dreborg 1996, anchored in the Methodological Layer's References), the dual-process architecture of human cognition (Kahneman 2011, anchored in the Diagnostic Layer's References), the Wise Mind concept in dialectical behavior therapy (Linehan 1993), and choice architecture in behavioral economics (Thaler and Sunstein 2008). The framework does not claim originality of these foundational theories. Its original contribution is their structural integration into an operational decision governance system for the AI era, alongside the parallel integration the Solo Decision Architecture framework documents at the individual scale (Hernandez and Montero 2026c).

This paper supersedes Business Decision Architecture v2.1 (Hernandez and Montero 2026, prior public version), the framework's prior conceptual treatment. Version 3.0 reflects substantive revisions for cross-paper coherence with the published foundational layer and SDA v2.0, applies the canonical terminology established in those papers, integrates the methodological requirements they document, and establishes BDA as the discipline-defining conceptual framework at the organizational scale. Version 3.0 is the conceptual framework genre; subsequent BDA implementation framework papers will follow as the Convoking4 platform's BDA implementation matures and warrants its own implementation documentation. The Convoking4 platform monetizes platform capability and credentialing through its tier structure; the framework specification itself remains open.
