On April 28, 2026, the NIST National Cybersecurity Center of Excellence convened the third in a series of virtual working sessions on the Cyber AI Profile. This paper argues that those sessions, and the process that produced the Profile, constitute a legitimation ritual rather than a genuine architectural working process. The architectural decisions that matter—framework type, control baseline, focus area structure, foundational assumptions about AI as a governance category—were made before any participant spoke. What followed was ceremony. This paper names the structural mechanism responsible, traces its consequences for the organizations least equipped to compensate for what the process could not produce, and offers a vignette—Cedar Clinics—that makes the governance debt concrete. The corrective is not a better framework. It is a better process.
