This interview conducted by Verónica Pereyra Carrillo with Dr. Emma Iriarte Cárcamo, coordinator of the Mesoamerica Health Initiative 2015 (SM2015), examines the initiative as a communicational and governance dispositif within the Latin American context. Rather than approaching SM2015 solely as a public health intervention, the text analyzes how discourses of development, accountability and access are constructed, negotiated and operationalized across a multi-actor framework involving states, international organizations and civil society. From a Global South perspective, the interview foregrounds the role of communication in mediating institutional coordination, shaping policy implementation and enabling forms of participation oriented toward structurally marginalized populations. In doing so, it situates SM2015 within broader debates on inequality, state capacity and the production of legitimacy in regional governance processes.
