A Retrospective for Decisions — Blue Bioeconomy Portuguese Patent Signals 2004–2024 — Outlook to 2030” is a strategic intelligence report that analyzes Portuguese patent activity in the Blue Bioeconomy from 2004 to 2024. Using Portuguese-priority patent applications as a proxy for innovation, the document maps technological development, key actors, value-chain positioning, legal status, and technology maturity, with the aim of supporting policy, investment, and industrial decision-making towards 2030.

The study began with 1,985 patent applications, of which 239 were identified as relevant to the Blue Bioeconomy and consolidated into 69 patent families. The results show that patenting activity was relatively limited between 2004 and 2014, but expanded significantly from 2015 onwards, particularly between 2016 and 2019. The patent landscape is strongly concentrated in public research institutions, although private-sector participation is also present and increasing.

The analysis indicates that Portuguese Blue Bioeconomy innovation is mainly concentrated in downstream areas, especially secondary processing and the development of novel products, including health, therapeutic, and dermocosmetic applications. However, the report also identifies important gaps in upstream areas, circularity, and resource recovery, suggesting that the national innovation pipeline remains uneven across the full value chain.

The report recommends strengthening pilot and demonstration conditions, as well as regulatory and scale-up support. It also highlights the importance of using active, pending, and public-domain patent assets as tools for industrial collaboration, licensing, freedom-to-operate opportunities, and market-oriented innovation.
