Leadership and Administrative Reforms for India @ 2047: A Comprehensive Analytical Study

Abstract

                India’s aspiration to become a developed nation by 2047, coinciding with the centenary of its independence, is deeply intertwined with the quality of its leadership and the effectiveness of its administrative system. Governance is the primary instrument through which the state translates constitutional ideals into socio-economic realities. Leadership provides vision, direction, ethical orientation, and legitimacy, while administration ensures policy formulation, implementation, and service delivery. Despite significant progress since independence, India continues to face governance challenges such as ethical erosion, bureaucratic rigidity, political interference, capacity deficits, and gaps in accountability. This research paper critically examines the existing leadership and administrative framework in India and argues that comprehensive reforms are indispensable for realizing the vision of Viksit Bharat @ 2047. Using qualitative and analytical methods based on secondary sources, the paper explores leadership transformation, civil service reforms, digital governance, decentralization, citizen participation, and institutional accountability. It concludes that only ethical, visionary, inclusive leadership supported by a professional, transparent, and citizen-centric administrative system can ensure sustainable and democratic development by 2047.
