Justice Beacon Doctrine Framework™ (JB-DOF™) v2.0: The Measurement Standard for Justice Decision Observability™ (JDO™)

Justice systems increasingly rely on automated outputs including alerts, classifications, risk scores, and monitoring signals—to inform operational decision-making across corrections, courts, and community supervision environments. Despite this reliance, no formal, standardized methodology has existed to evaluate how those outputs are interpreted, acted upon, or governed within real-world decision environments.

This publication introduces the Justice Beacon Doctrine Framework™ (JB-DOF™), the first operational assessment standard for execution-layer decision governance within AI-supported justice systems. Grounded in the field of Justice Decision Observability™ (JDO™), JB-DOF™ establishes a structured approach for examining how decisions form in practice, focusing on the interaction between automated outputs and human judgment at the point where authority is exercised.

Rather than evaluating algorithmic accuracy, JB-DOF™ addresses the operational layer where decisions are made and executed. It provides a foundation for the systematic documentation and evaluation of decision processes independent of system performance, strengthening accountability and governance in AI-supported environments.
