Agentic Planning - Agentic AI as an Acceleration Architecture for European Planning and Permitting Procedures

Description

Planning and permitting procedures constitute the primary bottleneck in the expansion of trans-European networks. The present study outlines an acceleration architecture driven by agentic artificial intelligence. Semi-autonomous software agents fundamentally transform these administrative workflows: they eliminate the necessity of prior standard harmonisation by dynamically generating standard-compliant formats, and they utilise natural language processing to bridge the historical divide between human-readable documents and machine-readable data. By illustrating the application of three specialised agent types in a hypothetical infrastructure project, the study demonstrates how procedure durations can be significantly shortened transnationally. The final legal balancing of interests remains strictly in human hands, while democratic participation is qualitatively strengthened.
