CONSTRUCTIONS ANARCHIQUES ET LEURS CONSEQUENCES SUR L'ENVIRONNEMENT URBAIN: CAS DE LA COMMUNE DE KADUTU

Anarchic constructions commonly called also illegal or non-regulatory constructions are a widespread phenomenon in many countries, especially in rapidly growing urban areas.

They often appear without official authorization, outside of urban planning standards, and pose many social, environmental and economic problems. This harmful phenomenon does not spare the city of Bukavu which suffers serious problems of rapid and uncontrolled urbanization causing numerous landslide damages in the city of Bukavu in general and more particularly within that the commune of Kadutu. It should be noted that the causes due to the rural exodus push more people to come and settle in cities in search of employement, education or better living conditions. Indeed, cities are often not to absorb such rapid population growth, which pushes newcomers to build informally on unserviced land. It is also worth noting the excessively high housing costs in the city of Bukavu and more specifically in the commune of Kadutu. The induced effect of this state of affairs is that disadvantaged populations and families living in the area with low incomes prefer to build themselves, without building permits or a cadastral plan, often on unallocated land, particularly on the hills overlooking the Ruvumba, Kabwakasire, Funu and Kasheke sities.

The weakness of administrative and urban planning supervision is easily observed in certain areas where local authorities lack the resources, personnel or will to control and enforce urban plans. The lack of clearly defined and updated land registry services encourages uncontrolled settlements with complete impunity.

Uncontrolled construction is often the result of an imbalance between rapid urban growth, poverty, ineffective governance, and the lack of affordable housing.
