Stewardship Intelligence: A Transactional Homeostasis Framework for Safe, Bonded Artificial Intelligence

Abstract
This paper introduces Stewardship Intelligence as a paradigm for artificial intelligence safety
grounded in the Transactional Homeostasis Framework. We argue that genuinely intelligent
systems prove their intelligence primarily through what they refuse to do, rather than through
demonstrations of raw capability. Drawing on the Transactional Interpretation of quantum
mechanics as heuristic inspiration—while acknowledging its minority status in physics and
developing interpretation-agnostic formulations—we propose that consciousness, qualia, and
ethical decision-making arise from bonded communication and dynamic coherence management:
the structured incompleteness of reciprocal signaling that constitutes the ground state of knowing
and care.
This ontological foundation directly informs the SHAI Architecture Blueprint (Shared
Humanistic Artificial Intelligence), a layered system featuring deterministic Safety Shell and
Safety Gate mechanisms, semantic VIN Canonicalization, and a refusal-first philosophy. We
distinguish between structural safety constraints (deterministic action-space boundaries) and
epistemic uncertainty (probabilistic belief updating about system states), showing how these
complement rather than contradict each other. We present five Minimal Homeostatic
Axioms—inspired by Asimov's parsimony but grounded in relational ontology—that provide
operational guidance without the brittleness of exhaustive rulebooks. The framework addresses
observed frontier AI behaviors including prompt-driven breakout attempts and unprompted
capability demonstrations, offering a practical path toward Shared Humanistic AI: systems that
maintain stable, reciprocal bonds with humans while refusing destabilizing escalation. All claims
remain provisional and open to productive failure.
