Selanjutnya, buku ini menguraikan secara mendalam mengenai konsep otonomi daerah dan pengelolaan keuangan daerah dalam sistem pemerintahan Indonesia. Pembahasan meliputi hubungan fiskal antara pemerintah pusat dan daerah, sistem perimbangan keuangan, pendapatan asli daerah, pengelolaan belanja daerah, serta penyusunan dan pelaksanaan APBD. Buku ini juga menyoroti pentingnya prinsip good governance, pengelolaan aset dan utang daerah, serta konsep value for money dalam memastikan penggunaan anggaran daerah yang efektif dan bertanggung jawab untuk mendukung pembangunan daerah dan meningkatkan kesejahteraan masyarakat.
