CARE v22.35 — Execution-Bound Governance (Explicit, Non-Bypassable Commit Boundary)
Authors/Creators
Description
CARE (Commitment-Aligned Runtime Enforcement) is a governance architecture enforced at the execution boundary — where decisions become real.
This release formalizes:
• Execution-boundary admissibility as a non-bypassable control layer
• A fourth failure condition: non-formable admissibility (evaluation collapse)
• Interoperability across independent governance systems (CARE, GICD, EVA3)
• Eight boundary test scenarios (T1–T8) for validation
CARE does not evaluate outcomes after execution.
It determines whether execution is allowed to exist at all.
This repository represents a finalized integration release (v22.51), with consistent provenance, auditability, and public reference structure.
Governance must exist where decisions become executable.
This is the canonical public reference for CARE v22.51.
