APR-Shaper produces governance identity. APR-Lite enforces it. The contract between them is pre-registration at configuration time — not live coupling at runtime. No cross-Worker calls. No shared database. No runtime dependency. APR-Shaper availability does not affect APR-Lite or APR-Guard operation.
