ISS ZERO — Islah Sovereign System

Description

This paper presents ISS ZERO (Islah Sovereign System), a bounded sovereign intelligence architecture consisting of 11 computational layers, 9 algebraic operators, 7 constitutional laws, 5 reality-grounding dimensions, and 22 justified constants.

The architecture is built around a core mathematical property: the Squash operator σ = Z/(1+Z) guarantees that no system output reaches certainty (σ < 1 for all finite evidence Z), enforcing a permanent 7% open variable that preserves the system's capacity for evolution and discovery. This property — the Law of Permanent Incompleteness — is proven, not assumed.

Key contributions include:
(1) a complete algebraic system of 9 operators from which all equations are composed; (2) a zero-tolerance constitutional enforcement mechanism (the Law Product) where violation of any single law voids the entire output; (3) a working deterministic V1 pipeline (INPUT → MIRROR → VALIDATOR → WAL → SIGNER → VERIFIER) that runs locally on consumer hardware with zero external dependencies; (4) a self-similarity proof showing the architecture is fractal across individual, collective, and code scales; (5) convergence guarantees via Robbins-Monro learning rate schedules; and (6) an honest self-assessment where the system scores itself at σ = 0.46 using its own mathematics, reflecting its pre-empirical status.

A total of 39 structural gaps were identified through four sentinel audit passes: 32 were sealed with formal equations and justified constants, 4 are honestly acknowledged as requiring empirical validation (Phase 2), and 3 are flagged as deployment actions.

ISS ZERO is explicitly not AGI. It is a sovereign intelligence framework where AI serves as compass, never core, and the human always decides. The system is designed for local-first, offline-capable, zero-telemetry deployment via open-source runtimes.
