Description
MINFin (Model for Informed National Financing) is an Excel-based, national-scale, cashflow model designed to facilitate discussions between Ministries of Energy and Ministries of Finance in low- and middle-income countries. This implementation of the model supports Transport sector planning and financing by translating the technical demands of energy transition investment plans into financial strategies. This implementation focuses on the affordability of a Business-as-usual (BAU) and National Determined Contribution (NDC) scenario in Uganda's Transport sector based on technology investments as forecast by Uganda-based CLEWS modelling. This work also includes a write-up of the initial results, with associated analysis and insights, as well as policy recommendations linked to the results from this work.
This work was supported by the Climate Compatible Growth Programme (#CCG) of the UK's Foreign Development and Commonwealth Office (FCDO). The views expressed in this paper do not necessarily reflect the UK government's official policies.
