Arbitration / Review Layer (ARL) v0.1 — Canonical Normative Package

ARL v0.1 is a bounded arbitration and review layer for multi-entity disputes in the Sovereign Entity Recursion (SER) stack.

This deposit contains the canonical normative ARL package, including:
- package-facing entry documents,
- the normative core,
- terminology and interpretation lock,
- evidence admissibility and standing rules,
- freeze / hold / quarantine semantics,
- decision outcomes and appeal windows,
- conflict taxonomy,
- cross-repository pointer notes,
- repository integration notes,
- publication and integrity notes,
- and the package-level SHA-256 manifest.

This object is the canonical SER-side normative ARL package.
It is not the ECC implementation pack and it is not a full ecosystem snapshot.
