Abstract
With the rapid development of digital technology and the profound transformation of the global economy, the traditional tripartite industrial classification theory—based on material production and services—has become increasingly inadequate for explaining the new forms of the digital economy represented by the attention economy, experience economy, and creator economy. The internal logic of industrial evolution urgently requires a theoretical framework with greater explanatory and predictive power. Based on the axiomatic systems of System Ontology, Noo-ecology, and Civilization Dynamics, this paper proposes and rigorously argues for the existence, essential characteristics, and evolutionary laws of the Fourth Industry as an independent industrial form.
This paper, for the first time, redefines industrial differentiation from the dynamical perspective of scarcity spectrum migration: the Primary Industry addresses material and energy scarcity, the Secondary Industry addresses functional tool scarcity, and the Tertiary Industry addresses spatiotemporal matching scarcity. Building on this foundation, we identify two emerging scarcities faced by contemporary civilization—Meaning Clarity Scarcity and Cognitive Bandwidth Scarcity—and demonstrate that specialized economic modules to address these scarcities must inevitably emerge, constituting the Fourth Industry.
By constructing a structural-dynamical model of industrial evolution, we find that the evolution of the Fourth Industry exhibits a clear two-stage characteristic: the primary form focuses on the scaled production of "meaning sustenance" via digital technologies, initially alleviating the meaning hunger of noo-material beings through content consumption. The mature form focuses on constructing scalable "meaning generation protocols" and cognitive enhancement tools, systematically improving the meaning generation efficiency and cognitive processing capacity of individuals and groups. We establish a mathematical model describing this evolutionary process and derive the critical condition for the stage transition:

This paper proposes a complete system of testable predictions. Regarding occupational structure, it predicts that new professions such as "Cognitive Architect" and "Meaning Protocol Engineer" will become mainstream between 2030 and 2035. Regarding economic indicators, it predicts that the market size of cognitive enhancement services will surpass that of the entertainment industry before 2040. Regarding technological development, it predicts a systematic shift in Brain-Computer Interface (BCI), AR/VR, and AI technologies towards cognitive enhancement. We design minimum viable experimental schemes and a long-term tracking research framework to verify these predictions.
In terms of theoretical contribution, this paper not only proposes the Essence Theorem of the Fourth Industry but also integrates it into the macro-framework of Civilization Dynamics, revising the Civilizational State Function:
where the newly added Fourth Industry Maturity Coefficient reflects the multiplicative effect of the noo-material economy on civilizational potential.
This paper provides a systematic theoretical tool for understanding the fundamental transition of civilization from a material economy to a noo-material economy, holding significant practical implications for industrial policy formulation, corporate strategic planning, and individual cognitive development.
The Essence Theorem of the Fourth Industry and its two-stage evolutionary model are necessary conclusions of theoretical deduction. The time-line predictions in this paper are based on idealized assumptions about current technological trends and the speed of social cognitive awakening. Actual timelines may deviate by ±10-20 years due to changes in real-world conditions, but this does not affect the validity of the theoretical core.
