Systemic Verification Engineering: A Meta-Licensing Framework for Truth, Reproducibility, and Ethical Enforcement

Description

Trust in institutional knowledge production is eroding across science, technology, pharmaceuticals, and environmental governance. The reproducibility crisis alone renders an estimated 50–70% of published findings in some fields unreliable, while corporate opacity enables data suppression with life-threatening consequences. Existing open-source licenses address code redistribution but not the veracity of claims made under their banner. This paper introduces Systemic Verification Engineering (SVE), a newly launched meta-licensing framework that treats truthfulness as a system property rather than a moral aspiration. SVE operates through three architectural layers—immutable core principles, a base copyleft license, and a living body of enforceable case precedents—governed by mechanisms including an outcome-based validity test (the "Fruits Test"), semantic fingerprinting for detecting derivative use, an escalating attorney incentive program, and symmetric audit requirements grounded in game theory. Conflict resolution employs a hybrid model combining community governance (Veche), a multi-persona AI oracle for value alignment, and cryptographically verifiable random sortition as a deadlock-breaking mechanism. This paper presents SVE as a design science contribution, analyzing its architecture, enforcement logic, and governance model, while candidly assessing the limitations of a framework that is, at the time of writing, newly activated and untested in adjudication. SVE is proposed as a step toward the "engineering of conscience"—the embedding of ethical accountability into the structural logic of knowledge systems.
