D1.4B: Democratic renewal through participatory chains

In this article we argue that the current proliferation of democratic innovations risks masking a deeper failure: the absence of meaningful pathways between participation and power. Democratic renewal will not come from multiplying participatory processes, but from identifying which participatory chains link voice to influence, and deliberation to decision. Without such chains, participation fragments and dissipates; with them, it can cumulate into real democratic power.
