Description

The IMF Independent Evaluation Office (IEO) 2023 evaluation of the Fund's emergency response to the COVID-19 pandemic. Covers the design and implementation of Rapid Financing Instrument (RFI) and Rapid Credit Facility (RCF) disbursements across member countries during 2020–2021, totalling approximately $100 billion globally. Includes the full evaluation report and background papers, notably BP/23-01/07 on Sub-Saharan Africa disbursements and BP/23-01/02 on provision of Fund financing. The evaluation finds that governance safeguards "could have been strengthened sooner" and that monitoring frameworks did not adequately detect diversion risks in high-risk environments. Of direct relevance to the Sub-Saharan Africa context, where the Fund disbursed approximately $26 billion across 45 countries — a six-fold increase over 2018–19 baseline levels — into environments with documented PFM weaknesses, as evidenced by contemporaneous PEFA assessments and CPIA ratings. The August 2021 SDR allocation added a further $33 billion to the region.
