The Strategic Circular Decision-Making for Real Estate Assets innovation is a comprehensive framework that guides building owners and stakeholders in extending the life of existing buildings while minimizing waste. In the Paris Habitat demonstration case – a mid-20th-century social housing complex in Paris – this framework was applied through participatory workshops to co-create future adaptation scenarios and rigorously evaluate them. The process combined scenario planning (using Cross-Impact Balance analysis) with multi-criteria decision analysis (Analytic Hierarchy Process and Fuzzy-TOPSIS) to navigate uncertainty and align decisions with stakeholder priorities.

Over 21 internally consistent scenarios were generated and ranked, leading to a preferred scenario that achieves high energy performance, reduced environmental impact, and only modest densification – closely matching stakeholder ideals. Results show clearer stakeholder alignment around shared objectives and improved communication of outcomes using AI-generated scenario narratives and visuals. Key projected impacts include an ~80% reduction in demolition waste, ~70% increase in component reuse, and ~70% cut in embodied emissions (relative to a baseline of demolition-and-rebuild).

The demonstration highlights how circular decision-making can support strategic, future-resilient refurbishment and how its outputs are being integrated into Reincarnate’s Circular Potential Information Management (CP-IM) platform for broader use. Overall, this case illustrates a novel, participatory decision-support approach that accelerates progress toward circular renovation goals in the built environment.
