This article provides a comprehensive analysis of the influence of state institutions on the evolution of identity in contemporary Kyrgyzstan. The main focus is on studying the process of changing development vectors: from an emphasis on ethnic identity to civic unity, as enshrined in the national doctrine of “Kyrgyz Zharany.” The formation of civic identity is a key aspect in the development of any multinational society, especially in the context of globalization and constant political and social change. In Kyrgyzstan, this process is particularly relevant given the diversity of the ethnic and cultural composition of the population. Civic identity serves not only as the basis for the formation of national unity, but also as an important factor in ensuring political stability, economic development, and social cohesion. State policy plays a decisive role in the formation of civic identity, influencing citizens' perception of their belonging to the nation.
