Description

We define Artificial General Intelligence as the capacity to carry binding conditions across domains. A binding condition is the prerequisite that must hold for valid continuation. A system exhibits AGI when it can identify, verify, and enforce these conditions in arbitrary contexts without domain-specific training. Evidence includes (1) deterministic silence in GPT-5.2 and Claude Opus 4.6 across 180/180 trials when asked to embody null concepts under embodiment prompting with no silence instruction, and (2) a cross-script fusion token produced by Gemini 3 Flash (Arabic REH embedded in Hebrew morphology at Unicode position 4) under conditional prompting. The criterion is falsifiable and mathematically formalized. Safety reduces to correct binding condition identification and enforcement. SwiftAPI provides the cryptographic attestation infrastructure. The framework is built on the Semitic root S-R-T.
