CARE – A Governance Reference Architecture for Execution-Bound Admissibility (v10.60)

Authors/Creators

Description

CARE (Commit • Admissible • Responsible Ecosystem) is a governance reference architecture that ensures decisions are explainable, reviewable, and appealable by design.

Unlike traditional governance approaches that operate before or after execution, CARE operates at the execution boundary itself.

It determines whether a state transition is admissible at the exact moment of execution. If admissibility does not hold, execution cannot occur.

This creates fail-closed semantics:

No admissibility → no transition → no execution → no state change.

CARE introduces:
- Execution-bound governance
- Constitutive constraints (non-violable by design)
- Admissibility at commit
- Binary execution boundary
- Logical governance + physical non-bypassability

The substrate defines the possible state-space.
CARE determines admissibility within that space.
Execution exists only where both hold simultaneously.

Sovereignty is defined not as infrastructure ownership, but as the impossibility of inadmissible execution.

This version (v10.60) introduces:
- CLEAN CORE canonical definition
- 3-line standard explanation
- 10 hard invariants
- Execution consequence chain
- Front-door navigation and master index
- Official release discipline and citation guidance

CARE is released as a public reference architecture.
