We propose a paradigm shift in networking: from buffer-centric transport to time-driven orchestration. This note defines DTSN, a systemic model for declared and temporally bounded flows, and introduces NGIS/IDT as its first implementation, designed for AI-native and deterministic infrastructures. By aligning transport with intent semantics and precision time synchronization, NGIS/IDT addresses the strict cadence and microsecond determinism required by modern AI workloads. This work lays the foundation for a new generation of interconnection systems where the network interprets why and when, not just where
