This report provides an institutional analytical assessment of Saudi Arabia’s performance in the Global Gender Gap Index 2025, published by the World Economic Forum.

Saudi Arabia ranks 132nd globally out of 148 countries, with an overall score of 0.643, indicating that 64.3% of the gender gap has been closed.

The internal structure of the index reveals a transitional pattern. Educational attainment (0.993) and health (0.958) show relatively strong outcomes, while economic participation (0.544) remains in a state of incomplete transition and political empowerment (0.077) reflects structurally limited representation.

The report introduces a structural interpretation of the “conversion gap”, highlighting the disconnect between the rapid development of female human capital and its translation into economic returns, leadership representation, and institutional influence.

The analysis also addresses data limitations affecting certain economic sub-indicators, suggesting that ongoing labour market transformations may not yet be fully captured within international measurement frameworks.

Saudi Arabia is therefore presented as a case of accelerated yet incomplete gender transformation, driven by institutional reforms but not yet consolidated into a fully integrated system of economic and political empowerment.
