Bridge360 is a truth-neutral governance framework for certifying claims, interventions, and system-stability assertions across computational and decision-support pipelines. This document consolidates six prior versioned specifications (v18.1.3, v19.9, v2.1, v20.3, v20.4, and a science certification addendum) into a single sequential algorithm organized in three conditionally activated layers:
Core (always active) defines the system spine as the fixed set of a declared constraint operator, establishes a relative Kolmogorov complexity budget within an explicit encoding class, decomposes leakage into operational and architectural components, and requires every governed artifact to ship a five-component Caveat Vector with load-bearing caveat limits and tripwire protocols. Outputs are classified into three bands (A/B/C) based on the completeness of these declarations.
Action-Guidance (conditional) activates when output is intended to guide real-world decisions. It requires a Path/Provenance Signature—a traceable hyperedge reasoning path with coherence gates and tripwires for projection blow-up, hub capture, and weak bridging—and a Minimal Science Signature comprising binding checks, budget reports, and audit non-authority attestation under a declared evaluation protocol.
Stability-under-Change (conditional) activates when evaluating interventions or permitting controlled instability. It specifies the Thermodynamic Bet Window protocol for escaping local optima under bounded chaos amplitudes with deterministic rollback, and defines the Stability Dossier—a structured evidence package requiring corridor declaration, leakage operationalization, repeatability and perturbation protocols, weak convergence gates, and truth-neutral acceptance language.
The framework is domain-agnostic: it governs what must be declared, evidenced, and logged, while leaving experimental design, statistical methods, and threshold selection to domain experts. Drop-in checklists and fillable templates for the Caveat Vector, Path/Provenance Signature, and Stability Dossier are included.
