A Draft of Neos: A Construction Program for Cognitive Sovereignty

Description

This document is a call to action addressed to those with the power to act. It is the operational companion to The Sovereign Mind and the concluding paper of the WSMD series.


The child is the axis. A child between the ages of three and eight is forming their cognitive architecture right now, in the presence of a screen, without warning labels, without informed consent, and without the regulatory framework that exists for every other substance with documented effects on the developing brain. The hardware carrying AI-mediated cognitive formatting systems into the developmental environments of children is the most widely distributed unlabeled psychoactive developmental intervention in human history.


The construction program specified here addresses three fronts simultaneously: the individuals who carry cognitive sovereignty and must deploy it as a public resource; the institutions that retain the mandate to forge sovereign minds at scale; and the policymakers who hold the regulatory instruments that can change the developmental terrain before the window closes. Each front receives a direct, specific ask. The document closes with a timeline the developmental windows impose rather than the timeline institutional comfort prefers.


The only question that remains is whether you are in it — or whether you remain on Epstein's island.
