ECC–QRNG Observer-Coupled Evaluation v1: Preregistered Protocol

This record contains the preregistered experimental protocol for an observer-coupled QRNG evaluation.

The protocol defines:
- QRNG source (NIST Beacon live API)
- HRV-based observer state conditions
- session structure and timing
- statistical analysis plan
- Monte Carlo thresholding
- decision rules
