his report provides an institutional analytical assessment of the State of Kuwait’s performance in the Global Gender Gap Index 2025, published by the World Economic Forum. The analysis examines gender disparities across the four core dimensions of the index: Economic Participation and Opportunity, Educational Attainment, Health and Survival, and Political Empowerment.

According to the 2025 index results, Kuwait ranks 128th globally out of 148 countries with an overall score of 0.646, indicating that approximately 64.6% of the gender gap has been closed. The report highlights a differentiated internal structure across the four dimensions: Kuwait records very strong performance in educational attainment and relatively balanced outcomes in health and survival, reflecting a strong female human capital base. However, wider gaps remain in economic participation and, more sharply, in political empowerment.

The analysis suggests that the central challenge in the Kuwaiti case does not lie in women’s qualifications or educational attainment, but rather in the limited institutional conversion of women’s human capital into economic leadership and political representation. Women’s participation in the labour market exists at notable levels, yet it does not translate proportionally into higher earned income, senior leadership positions, or broader presence in political decision-making institutions.
