ToAEx-001-v02 - Galactic Rotation via Informational Smoothing

This document, ToAEx-001-v02, represents a refinement in the empirical journey of the Theory of Absolutely Everything. Due to recent discoveries in Fisher information application to real world data in Hyperbolic space, ToAEx-001 moves beyond speculation of parameters and derives all parameters from foundational axioms and mathematical derivations to present a specific, quantitative, and falsifiable prediction about the nature of reality.

The hypothesis advanced here—that dark matter is an emergent informational effect governed by the universal minimization of descriptive complexity—is both profound and audacious.
