Logarithmic Torsion and a Cosmological Origin for the Acceleration Scale

I propose a unified geometric framework in which a single hidden torsional degree of freedom, encoded in a global state I denote the Holistic Ket, produces both an effective torsional inertia that reproduces galactic rotation curves without particle dark matter and a homogeneous rotational tension that behaves as dark energy at cosmological scales.  
The Holistic Ket is taken to live in a finite-dimensional Hilbert space (motivated by holographic and Bekenstein bounds), so its internal structure is finite and global.
