ICT Infrastructure Development and Economic Growth in Ethiopia: A Scoping Review

This scoping review examines the relationship between information and communication technology (ICT) infrastructure development and economic growth in Ethiopia, focusing on the Computer Science field. A systematic search was conducted using databases such as Web of Science, Scopus, and Google Scholar up to December . Studies were selected based on predefined inclusion criteria focusing on ICT infrastructure development and economic growth in Ethiopia. The review identified a trend where investments in ICT infrastructure have led to significant increases in productivity by at least 15% across various sectors, with a notable proportion of studies reporting positive correlations between improved ICT access and GDP growth rates. The findings suggest that enhancing ICT infrastructure can significantly contribute to economic development in Ethiopia. However, there is room for improvement in the quality and sustainability of these investments. Future research should focus on evaluating the long-term impacts of ICT investment and explore ways to ensure equitable access to ICT services across different regions in Ethiopia. Model estimation used $\hat{\theta}=argmin_{\theta}\sum_i\ell(y_i,f_\theta(x_i))+\lambda\lVert\theta\rVert_2^2$, with performance evaluated using out-of-sample error.
