This working paper introduces Cognition as a Service™ (CaaS) as a new infrastructure model for the emerging Cognitive Economy. While the digital economy has been built on layers such as cloud computing, software platforms, and data analytics, the next stage of technological development increasingly focuses on the ability to scale cognition itself.

Cognition as a Service™ refers to the delivery of structured cognitive capabilities—such as reasoning support, knowledge synthesis, and decision architecture—through digital platforms that augment human decision-making. Rather than focusing solely on algorithmic prediction or data processing, CaaS systems provide an integrated infrastructure that supports how organizations interpret information, evaluate alternatives, and coordinate decisions.

The paper develops a conceptual framework positioning CaaS as a foundational infrastructure layer of the Cognitive Economy, analogous to how cloud computing functions as infrastructure for the digital economy. It outlines the architectural components of cognitive platforms, including cognitive interfaces, decision pipelines, governance mechanisms, and feedback systems that enable continuous improvement of decision processes.

Beyond technological considerations, the paper also explores the economic implications of scalable cognition, introducing the concept of cognitive capital and examining how organizations may increasingly compete based on the quality of their decision infrastructures.

By framing cognition as a service-based infrastructure, this work contributes to the emerging research landscape at the intersection of artificial intelligence, decision systems, platform economics, and organizational intelligence. The paper aims to provide an initial foundation for further research on cognitive infrastructures, decision quality, and the development of scalable cognitive systems in complex organizational environments.
