This paper was presented at the International Conference organized by Eastern International University on December 3, 2025, and published in the conference proceedings (ISBN pending).
This paper develops a Transnational Readiness Framework (TRF) and formulates readiness-evaluation criteria to assess the conditions under which states and systems can effectively support cross-border digital identities and services. The framework is built upon three interconnected dimensions of readiness: institutional and infrastructural capacity for cross-border e-government; policy adaptability for digital migration and remote access; and alignment with principles of sustainable digital transformation.
The publication is part of the MSCA-PF fellowship under Horizon Europe (EC Action - IMS12 - 101180567), with Nguyen Thanh Hoang as the corresponding author.
