The new Construction Products Regulation (CPR-2024), (EU) 2024/3110 is the EU law that sets out how new, reused and remanufactured construction products, such as concrete, steel, structural timber, wood-based panels, insulation materials, windows, doors, or flooring must prove their performance and environmental sustainability to allow being traded in the EU Single Market. It replaces the CPR-2011 and aims to make the construction sector safer, greener, more competitive and transparent, and fully digital.

This report aims to support stakeholders in understanding the revised CPR-2024 by the European Commission, its implementation process, and its potential implications for the wood sector. It provides an overview of the main novelties introduced by the new Regulation compared to the previous one (CPR-2011), with a particular focus on wood-based construction products and systems.

The document is primarily intended for researchers, manufacturers, technical experts, policymakers, and other actors involved in the wood and the wood construction sector. It combines summaries of the legal framework with additional contextual information regarding implementation, harmonised Technical Specifications (hTS), ongoing standardisation activities and next steps, and the roles of organisations such as CEN and EOTA in developing, updating or harmonising technical standards and documents for the construction products.
