The Municipal Tourism Accessibility Index (IATM) is a methodological evaluation tool designed to assess the level of tourism accessibility in small municipalities in Spain and Portugal.

The instrument is based on a multi-criteria evaluation model that integrates five strategic dimensions of municipal tourism accessibility: physical accessibility, equipment and services, information and communication, mobility, and governance.

Each dimension is assessed on an ordinal scale and transformed into a standardized metric, allowing the calculation of a composite index ranging from 0 to 100. The model combines a weighted compensatory approach with a structural threshold rule that prevents a municipality from being classified as “Advanced” if any dimension falls below the minimum acceptable level.

The tool is implemented in Microsoft Excel and includes automated calculation of the index, graphical visualization through radar charts, and automatic generation of diagnostic reports. It is designed for academic use, training environments, and practical application by local public administrations involved in tourism planning and accessibility policies.

The IATM provides a structured framework to diagnose accessibility gaps, prioritize strategic interventions, and support evidence-based decision-making in municipal tourism management.

This instrument is registered in the Spanish Intellectual Property Registry (2026).
