Short Abstract

This paper proposes a conceptual framework for evaluating state operation beyond the conventional binary opposition of democracy and authoritarianism. Contemporary political discourse frequently treats regime type as a primary normative criterion. However, historical and empirical observation suggests that political systems function less as intrinsic value-ends and more as operational means for maintaining social stability and continuity of everyday life.

Based on this perspective, the state is redefined as a social apparatus that continuously generates assurance. In this model, political regimes are positioned as subordinate implementations rather than ultimate objectives. The evaluation focus shifts from ideological legitimacy to structural properties of state operation, including stability of living conditions, institutional predictability, resilience to systemic shocks, and low probability of violence conversion.

The Assurance-Centered State Model provides a non-ideological analytical lens for assessing state functionality. It explains why authoritarian systems may function as “good governance” under certain conditions, while democracies may destabilize when operational constraints fail. The model also clarifies the structural irrationality of externally imposed regime change from the standpoint of temporal misalignment and assurance-destruction.

Rather than advocating or rejecting specific political systems, this paper introduces an evaluative coordinate system for analyzing state performance in functional terms. By repositioning regime type as a subordinate implementation, the framework aims to facilitate structural and practical discussions of institutional design, including mechanisms such as selectable taxation and infrastructure stabilization, that enhance long-term assurance generation.

Japanese Abstract

本論文は、民主主義と専制主義という二項対立的な政治体制論を超え、国家運用を機能的に評価するための概念的フレームワークを提示するものである。現代政治議論では政体が規範的評価軸として扱われがちであるが、歴史的・経験的観察に基づけば、政治体制は価値目的というよりも、生活の安定を維持するための運用手段として機能してきた。

本論文では国家を「安心を持続的に生成する社会装置」として再定義し、政治体制をその下位実装として位置づける「安心醸成国家モデル(Assurance-Centered State Model)」を提示する。本モデルは、理念的正当性ではなく、生活の安定性、制度の予測可能性、失敗からの回復性、暴力への転化確率の低さといった構造的特性を評価軸とする。

この枠組みにより、善政として機能する専制体制や、運用上の制約を欠いた民主主義が不安定化する構造を非イデオロギー的に説明できる。また、外部からの体制強制が不安定化を招く理由を、時間軸の不整合および安心生成能力の破壊という観点から整理する。

本論文は特定の体制を擁護・否定するものではなく、国家運用を機能的に評価するための座標系を提示することを目的とする。
