Two prior publications by the author share the concept of Inertial-Neutral Containment Material (INCM) but approach it from opposite ends: the mass decoupling paper [1] derives the Lagrangian field theory and proves a singularity exclusion theorem, while the Event Horizon Siphon (EHS) paper [2] assumes INCM exists as the Nullfold Cylinder and uses it as containment for five black hole energy extraction mechanisms yielding ~10 44 J.
