The paper introduces the Civic Fiscal Engine (CFE), a rule-bound, event-indexed fiscal framework exploring how municipalities may align locally generated economic activity with continuity funding under conditions of automation, platform intermediation, and labour-tax decoupling.

The framework proposes an impact-attribution approach, linking measurable municipal externalities—such as delivery density, housing pressure, infrastructure strain, and automation-related displacement—to proportional, formula-based contribution mechanisms.

This document forms Part II of the ongoing Engagement Credit Economy (ECE) research series, developing the fiscal continuity mechanism that supports the participation architecture outlined in the initial framework paper.
